As well as knowing the types of dangerous cargo itself and the facilities used in handling dangerous cargo by focusing on the role of the port authority and port authority of class IV Tolitoli in order to improve safety when loading and unloading dangerous goods by applying the regulations of the minister of transportation on organization and governance. And the data analysis technique used is descriptive qualitative analysis method. From the research conducted, it is found that in handling dangerous cargo, all information on dangerous cargo must be known, looking at the condition or quality of the packaging and the completeness of the dangerous cargo label. And at the Tolitoli port, the types of hazardous cargoes are coconut, coconut shell charcoal, coconut copra and cloves. Identifying leaks is done by testing manually by inflating the tester that has been installed on the fuel pipe tightly and pumping the lever until it reaches the normal point of fogging. After reaching the normal point, close the valve on the fuel, wait for a while and if the pressure in the manometer decreases, the injector has a leak. Then if there is a leak, the injector is measured and retested until there is no leakage. The data collection techniques used are observation, interviews and literature study and data analysis techniques used are qualitative descriptive analysis methods. From the research conducted, it was found that the nozzle leak in the diesel engine was caused by the presence of fine dirt that clogs the nozzle needle. This research design is qualitative; the research was conducted in Makassar City, South Sulawesi Province. This research lasted for four months, from July to October 2022. The study's participants were 25 people, and data analysis using theory from Miles and Huberman. Data were collected through observation, interviews, and documentation. The results of the study show that the variables of training and work experience have a direct and indirect effect on improving the quality of human resources and service quality, so the existence of training and work experience variables needs to be maintained, especially in improving the quality of human resources and service quality. Diperlukan peningkatan kompetensi dari petugas atau pegawai pelabuhan sehingga dapat meningkatkan perannya dalam menunjang keselamatan pelayaran. Tanggung jawab syahbandar sangatlah penting karena keamanan dan keselamatan pelayaran adalah sudah menjadi tugasnya. One of the bureaucratic reforms in Indonesia is the establishment of the One-Stop Service (OSS) office which handles and integrates all forms of licensing. This article examined how the implementation of public service reform and how the change of management practices had been implemented in the OSS of Bone Regency. Data were collected through a semi-structured interview with 16 of OSS’ employees and nine service-users. This study applied a qualitative approach using a case study design. Techniques of data collection used three kinds of instrument, namely: in-depth interviews, observation, and office document. Data were analyzed through some phases of data reduction, presentation, and conclusions and verification. The results found that many obstacles still faced by the government during the implementation in the OSS, they are the lack of human resources and the technical staff, the fact that these staff is working at their original offices/agencies, not in the OSS. Another obstacle found that there are problems with various institutional statuses with different implications. The socialization model carried out by the OSS is considered to be less effective.
